Jail
in

clears German of trafficking charges

| Senate ratifies RP Immigration

The Senate ratified yesterday the proposed Philippine Immigration Act of 2009, one of the last actions made by the Senate as Congress adjourned since die last Friday night. Under the new Immigration Act, the immigration chairman and his two associate commissioners would act as transition officials of the panned Commission on Immigration (col) for only one year, not for three years. Proponents have stressed that a new Immigration Act fot the country in long overdue, since the present Immigration Law is already antiquated and is no longer attuned to the needs of the times. "The bill calls for the institution of policies and procedures that make it easier for foreigners to visit or do business in the Philippines," Immigration Commissioner Marcelino Libanan said. Libanan also cited provisions in the bill that strengthen the government`s ability to thwart the entry of undesirable aliens, including foreign terrorists, fugitives, drug traffickers, and human traffickers. Seven time zones away from Germany, Joachim Guilliard is pondering about the best way to end his life. On the bedside table next to his bunk lies a book entitled Dictionary of Unusual Ways of Dying. Inside his head his thoughts are on a rollercoaster ride, constandly revolving around the concepts of justice and injustice and the question of how to escape. Joachim Guilliard is planning his suicide as the last stop on a journey which was supposed to lead to paradise, but has ended in hell.
He has been stuck here for the past nine months, his life confined to the ten square meters of a solitary cell. In it are a squat toilet, a shower, a fitted kitchen section with cooker and fridge, a cafe`table and two wooden shelf units containing packets of noodles and some books. A nice cell, by Philippine standards. Even so, „Each day I`m losing a bit more strengh,“ says Joachim Guilliard, as he sets his bookshelf in order. By now he expects little, from life or from anybody. That`s a defence mechanism, it shields him from disappointment. He lies on his bed and stares at the ceiling, drumming his thumbs on his chest. His thoughts revolve around the charge he faces: human trading. He is alleged to have forced underage girls into prostitution. „Never !“ he mutters unconsciously.
He has a friendly though rather pasty face. He long, greying, once fair is tied in a ponytail. In spite of everything he looks much younger than his sixty years. He speaks calmly and softly. The tale he tells is one of friendship based on misunderstanding, of betrayal, of naivety, and of the erroneous belief that if you behave decently you get decent treatment in return.

An old wisdom means, never say never -This is what happened in March 2010, when the Emergency call of Mr. Konrad from the Airport Manila, the FAC Hotline reached. A dispute with a officer of the Immigration Authority at the Airport had the consequence, that Mr. Konrad in company of its lawyer the entry was refused. The Conversation of the involved persons developed to certain volume, that other traveler noticed. The Authority saw the public policy endangered, and therefore ordered the return flight of Mr. Konrad. At this moment, Mr. Konrad realized that there is no possibility, to obtain the entry in the Philippines. Mr. Konrad remembered, that only the FAC maybe can help in this proceeding situation, and call the FAC Hotline , with the request for immediate recall. Within 15 minutes, the Chairman, Alfred Lehnert solve the problem. First - The entry of Mr. Konrad is granted and secondly, Mr. Konrad apologized to the Immigration Officer. Change of mind I never thought that such a precarious situation could occur in my life. But thanks of the fast assistance of Mr. Alfred Lehnert (FAC), could be turned away larger difficulties By No-Entry would not only financial but also business implications to prevent to Mr. Konrad. Mr. Konrad today - „ The FAC Membership is worthwhile in any case, because the $ 100 annual fee, stands in no Relation to the actual Assistance in Emergency. This Service is unique in the Philippines and I will actively support this arrangement immediately."

Diekmann
came to the Philippines 13 years ago and is owning
a diving school in Boracay for 10 years. Mr. and Mrs. Diekman are both
diving teachers.
Mr. Diekmann got into the crossfire of two interested buyers of his
diving school, who reported
him to the Immigration Authorities, when he forgot to renew his visa - Result of this intrigue -
Detention -
When the Chairman of the F.A.C. went with the German Media to
Immigration Detention, Mr. Diekmann asked Mr. Lehnert for help. The
Chairman researched the case of Mr. Diekmann and got also an "Appreciation
Letter" of
the German Embassy. With the instructions and help of Mr. Lehnert Mr.
Diekmann was able to asked for the legal
payment for his overstay and the additional expected penalties from the
Immigration Authority, which would be required for his release. The
Bureau of Immigration approved the request of Mr. Diekmann - Result: Release
- This memorable day, is the beginning of a new chapter in the life of Mr. Diekmann, its like a miracle to his new freedom and another example of efficient humanitarian work of F.A.C. Philippines, to implement the new Law with Fairness and Justice to attract other Tourists and more Foreign Investors.
